Cumbria Combined Authority Signs Agreement with CivicNetZero
Cumbria Combined Authority has signed a Master Subscription Agreement with CivicNetZero, deploying its AI-enabled platform to move regional energy strategies from planning to investable delivery.
CivicNetZero today announces the signing of a Master Subscription Agreement (MSA) with Cumbria Combined Authority, marking a significant step forward in the region’s approach to delivering net-zero infrastructure at scale.
The agreement marks a critical milestone in regional decarbonisation, deploying CivicNetZero’s agentic AI platform, which structures complex regional data into investment-ready project pipelines, accelerating the delivery of Cumbria’s ambitious clean energy and infrastructure ambitions.
The partnership builds on a successful strategic showcase at UKREiiF last month, and has been led by the combined authority’s Net Zero team with contributions from Isobel Brown, Programme Director, and Jennie Stein, Head of Net Zero. The agreement was formally executed by Catherine Parkinson, Interim Monitoring Officer for Cumbria Combined Authority.
Through its Net Zero Team — funded by the North West Net Zero Hub — Cumbria Combined Authority is leading the delivery of the region’s economic growth and decarbonisation priorities, including investment into local energy systems, business decarbonisation, and support for green innovation. With strong strategic foundations already in place — including the Going for Growth Strategy — the authority is focused on accelerating delivery and unlocking capital investment.
CivicNetZero’s platform directly closes this delivery gap by transforming complex regional data into structured, investment-ready formats that seamlessly connect local authorities with global capital and delivery partners.

Under the newly signed MSA, CivicNetZero will work alongside Cumbria Combined Authority to ingest and structure regional energy and infrastructure data, identifying investment opportunities and connecting priority projects with capital and delivery partners.
