CivicNetZero today announces that the City of Tshwane Metropolitan Municipality, South Africa, has joined its platform as a founding early mover city. This partnership marks a strategic step in accelerating city-scale infrastructure delivery across Southern Africa by connecting urban priorities with global capital and delivery expertise.

Despite ambitious climate and infrastructure targets, many cities still face significant challenges in turning strategies into investable, deliverable project pipelines. CivicNetZero’s AI-enabled platform addresses this by structuring fragmented city data into investable formats, reducing the time, cost, and risk associated with moving from ambition to real-world delivery.

Through the pilot, the City of Tshwane will work with CivicNetZero to strengthen project development capability, improve investment readiness and explore pathways to accelerate delivery across key infrastructure priorities.

“Cities are increasingly expected to deliver climate and infrastructure outcomes while operating under significant financial and capacity constraints. Tshwane is focused on building practical pathways to implementation by strengthening project readiness, improving coordination and attracting investment into infrastructure that supports long-term resilience and inclusive growth. Our partnership with CivicNetZero supports that ambition.”

Dr. Nasiphi Moya , Mayor, City of Tshwane

“Tshwane is committed to advancing climate action that delivers practical outcomes for residents. Partnering with CivicNetZero provides us with an additional tool to help identify, prioritise, and structure our projects more effectively while improving access to the investment and capability needed to deliver them.”

Vuyo Zitumane , Chief Operations Officer, City of Tshwane

“Tshwane’s participation as an early mover reflects the kind of practical leadership needed to meet the global climate challenge. By focusing on project delivery and governance, the City is demonstrating how metropolitan regions can move from ambition to implementation.”

Lord Marvin Rees OBE , Chair and Co-founder of CivicNetZero

“We were encouraged by the strong alignment between Tshwane’s strategic goals and the capabilities of the CivicNetZero platform. Our focus is on helping cities reduce the time and complexity involved in moving from strategy to investable projects, enabling delivery at greater scale and pace.”

Mark Apsey MBE , CEO of CivicNetZero

During the pilot period, CivicNetZero will work closely with Tshwane’s sustainability and planning teams to structure project pipelines and enhance investment readiness. This collaboration will serve as a model for how data-driven, collaborative platforms can support African cities in leading the transition to a net-zero future.

The platform is designed to operate as a neutral coordination layer between cities, investors and delivery partners.
